This is a piece from “Méthode Elémentaire de Mandoline” (1895) by Ernest-Louis Patierno,
On page 20. the maestro explains:
When the quarter notes are not surmounted by a slur, they must be executed in tremolo. You have to accentuate each new note and suspend the tremolo for a moment before moving on to the next note.
